Here is the head paper mached (damn, been 3 years since I did paper mache...I do not miss the gooey mess, lol) many a layer with tacky glue and newspaper, and a layer of wood glue and paper bag.
I JUST cut along the jaw line and under the eyes/above the cheeks and popped the 2 parts off...it worked! never tried it before, never heard of it done, and it worked, and I can make more if needed by using the same foam head!

I am still not sure if I can get the jaw to move though :<
I need to expeirment with cutting through vs above the cheeks because right now, wow does it look odd to hold the 2 pieces with the mouth open, it opens under the eyes D:
I need to let this dry a bit longer before I mess with the jaw, the bottom/inner most layers are still damp and I do not want to distort it.

this may be the last WIP you buzzards get for a while, I feel like I am spamming everyone with this damn bird.

I'm not entirely sure what you mean by cutting and popping, but I think you're using the foam piece as a positive mold correct? And then papier macheing over it and cutting to remove? I did a lot of silicon molds this summer, so if this is what you're doing you're lucky you had good draft to remove the mache! Lucky also that the mache is somewhat pliant! And so far as moving jaws go, maybe some sort of hinge? Good luckk on that!

yup, I started with foam [link] then did platic wrap, then tape and then paper mache. Worked perfect, and I can make multipuls :D

the jaw is prooving to be a pain :/ because of the way it sits on my head I cannot have the jaw drop down and my idea of having the top half lift via bending over which pulls on a strap is, uh, not working so far....

That sound complicated. I'm not sure I caught it all. That sounds like some weird Goldbergian process just to get a bill open.....8\ WHAT A PAIN INDEED. >:( !!Angry face!!

I seem to have figured it out. I added a rod to the back of the head that gave me the needed leverage with a downward pull of the elastic, which will be on a belt behind me so when I lean forward the moith opens, and luckily there is room in the arch of the neck for the rod and elastic

but

.... now I have to hinge the jaw better because it derps sideways too easy D:

paper mache works like a charm when it comes to fursuit bases! at least thats what I've found so far. and if there are enough layers, it will be strong enough for a moving jaw and hinges
